It's Frederick Place, the road the runs between the top of Gloucester Road and Trafalgar Street where the Prince Albert is.

That picture is the retaining wall for where Queens Road is being widened. Here's the same job from further down the road...

Preston Park used to have 4 platforms....way before I was born, mind. ( I think )
