Let's assume 50% capacity.

The club selects 50% of STH and emails them saying:-

"You have been selected to attend the home game v <club> on <date>. If you do not attend the game you will be removed from future ballots"

In the instance of a pre-booked holiday or funeral of a wife?

As someone who was in exile for 4 years by now back as a STH I have no issue being down the pecking order as long as I get back my money proportionality or the offer of a licensed stream for the games i miss

Shouldn't be a lottery, but a rotating allocation of STHs (and members depending on numbers). If capacity is say 15k would like something like :

-12k STHs (so until things change STHs get allocated alternate games, with a ticket exchange operating)
-2.5k members (no idea how many there are though - maybe a lottery, but after you get drawn you don't re-enter the ballot)
-500 key workers per game on free tickets

No-one in their 'normal' seats as whole ground to be used an attendees spread out.
