All season ticket holders are guaranteed a tick. So, if you are in Windows 1 - 4 you're fine. So, why not allow those in Priority 1 Window to buy two tickets one of which can be assigned to any holder in windows say 1-3. This then presents a priority 1 holder from having to wait until window 4 where their mate might be. This ensures that supporters with a significant number of points can sit together.
Or, ask Priority 1 holders who want to sit with friends to identify a group size of up to 4. That group - provided it is in windows 1-4 is then guaranteed seats together but they are not assigned until after window 4 has closed.
There are lots of ways in which the confusion and uncertainty can be managed far more effectively.
