Companies house show the company only formed in May 2004.
Lord Bracknell said:Latest news from red-passion.com is that the Club and Ground have been sold to a Surrey-based company called UPA Ltd.
UPA and the Supporters' Trust are apparently issuing a joint statement on Monday.
From the UPA website:-
The U.P.A. Limited was formed in February 2003 to assist Plotowners across the UK in progressing planning applications for their sites.
For a joining fee of £23.50 (inc. VAT) and a plot registration of £41.13 (inc. VAT) per plot, you can be part of this. The formation of the organisation is bringing new impetus to self-build and key worker housing across the UK.Since its launch in February 2003, the UPA has inspected a number of sites throughout the country and is currently working through a number of sites that may be progressed for joint planning applications.
The UPA provide a unique service and adopt a most innovative approach to progressing planning applications. The UPA have invested the professional expertise and a great deal of research to formulate a template to provide affordable key worker housing at these sites. This provides an exceptional incentive and a great deal of benefit to the local community. By providing self-build potential the opportunity for affordable housing becomes available to the plot owners. All sites are fully inspected for suitability and the top consultants engaged to provide all the necessary reports such as traffic impact studies and environmental studies to present the highest quality planning application for presentation. The UPA have been in consultation with the Deputy Prime Minister’s office and are presenting documents to this office and his policy unit. We believe there will be major changes in land sales and planning laws there has been much news coverage about the problems with the current procedures. The recent reports by Kate Barker and David Miles presented to the government highlight the issues facing the government with the current housing crisis where house prices are spiralling and there is a shortfall in building. The UPA are positioned in a unique situation by presenting the opportunity to provide key worker housing at no cost to the local community and affordable housing for the self builder, this has to represent a very attractive opportunity to both the government and local authorities.
No-one can guarantee planning permission being granted. This is a decision of either local, county or regional inspectors of public inquiries. However the UPA intend to pursue planning permission in a way that will assist members and the local communities to grow in a manner consistent with today’s modern world.

At first sight, this doesn't look at all good. But the fact that UPA are apparently working with the Wrexham Supporters' Trust might give some cause for hope.
Fingers crossed.
