There is No case to answer the police are not interested
Which fits your political beliefs but unfortunately it's completely incorrect. You are allowing your political beliefs to cloud your judgement.
The police were very interested, interested enough to push through an inquiry quickly at a very senior level.
Their conclusion is clear. In their belief he broke the law and their gave us the procedure they would have enacted if he had been stopped. That procedure being to inform him he must turn round and go home (*).
They can't do that unless he has broken a law.
You many need to read that again, feel free to use diagrams (crayons permitted) to understand a complex scenario such as going somewhere you shouldn't and the Police asking you to go back to where you came from. Imagine yourself in a women's toilet - that may help.
However, their guidelines (and it differs from force to force) dictate that they won't be retrospectively be acting upon the offence (yes it was one) because they haven't in other cases. In that respect Cummings may in find it refreshing to be dealt with the same as the "little" people for a change.
(*) I've stopped using the word home in inverted commas since another Cummings lie has exposed the truth. It isn't a "spare cottage" on his fathers farm because Cummings is listed on the Land Registry as a joint owner. By definition he drove to his second home, a home which has received 235,000 euros in EU subsidies.
