Social work is the same the world over...they are underfunded, some of them have their hands tied as they have soooo much paperwork and red tape to get through, some really dont care about their jobs.... however there are many diamonds (like my sister who started her career with the Sydney Mission) and unfortunately when something horrible like this happens - its far too easy for them all to be branded incompetent...
