The rules are extremely clear, you need to qualify for a passport - this was clarified after a Northern Irish player who qualified for one under the Good Friday Agreement declared for Ireland.
That means you need an Irish citizen parent or grandparent. Thats it. Some of the "non Irish" players who've played or play for us would have been declared to the foreign births registry and received Irish citizenship from the off - Kevin Kilbane for one.
England could do much the same, if it wanted or needed to. And good jesus, Ireland abuses the cricket rules obscenely.... at lest half of the first selection aren't "Irish" by any sense of the word!
