When do the roadworks on the A27 for our new stadium start?

I asked Insider on Ask the Club about this over a week ago, but no response, it drifted onto page 2. He'd previously said it was starting in April.

The invitation to tender was published on 18 December 2008, with tenders due back by 30 January 2009. Completion is required by 30 September 2010.

The Scheme has an official name - "Falmer Infrastructure Works" and an estimated value of £4,500,000. I'm not quite sure why the locality is called "Hove". Let's hope they've heard that the stadium has moved away from the Goldstone.

TENDER PRE-QUALIFICATION QUESTIONNAIRE (PQQ)


INTRODUCTION

The purpose of this PQQ is to provide Brighton & Hove City Council with sufficient information about potential tenderers for a civil engineering contract for highway works in the vicinity of the A27/A270 junction to the north east of Brighton, and to allow an assessment to be made of their capability and suitability to be invited to tender for this contract. The information will be held by Brighton & Hove City Council in line with the Freedom of Information Act 2000.

SERVICE OVERVIEW

COMMUNITY STADIUM FALMER – BACKGROUND

Brighton and Hove Albion were forced to leave their original home ground in Hove in 1997 and have been playing at a converted athletics stadium at Withdean for most of the period since. The council has worked with the club since 1997 to identify a permanent site for a new stadium. Planning permission for a stadium at Falmer was sought in October 2001 and eventually granted in July 2007 following two public inquiries.

The site for the stadium is on the northern edge of the city adjacent to Brighton University, close to the A27 and Falmer railway station. The centrepiece of the scheme is a multi-purpose all seater stadium, with a capacity of 22,374 seats. The stadium will also incorporate a conference facility and teaching space for City College Brighton and Hove. As well as football matches, the stadium is also designed for other spots such as rugby and hockey, and music concerts, conferences and exhibitions.

The scheme

The planning conditions set by the Secretary of State together with a legal (S106) agreement completed in June 2003 between the Council, the Club and others require the Club to carry out works to the local highway infrastructure to support the Stadium. In June 2007 the South East England Development Agency (SEEDA) Board approved funding towards these works which are to be implemented by Brighton and Hove City Council. The works comprise:

A270 road improvements, including a new bridge and major junction improvement

The purpose of the flyover at the junction of the A270 and the A27 is to separate Brighton-bound traffic using the A27/A270 from traffic using the Falmer School and Stanmer Park access roads, both of which will access park and walk facilities for the stadium.

This scheme will also improve access to two sites designated for employment in the Local Plan - Woollard’s Field and the Southern Water site (see below).

Stanmer Park access road widening & Sussex University link road

These works will provide increased capacity on the access road to Stanmer Park together with a link road to the University enabling the current unsatisfactory access to the University directly off the A27 to be closed.

Improved access to Woollards Field and Falmer School site

At present this is a single track road running past the Woollard’s Field site (being considered by East Sussex County Council for a History Management Centre) and the Southern Water site. Development of both these sites has been constrained by limited access. This provides for widening of the road from the renewed junction of the A27 and A270 to the tunnel under the railway to the Falmer School site.


SEEDA's principal reasons for funding these works are:

i) to support the development of the Community Stadium together with the outputs it will deliver including generating a football club estimate of 326 full time equivalent jobs, development of 2.2ha of brownfield land on the University of Brighton campus, and levering into the area some £51m of private sector funding together with £10m of public sector funding, principally from the Football Foundation and the Learning and Skills Council;

ii) to contribute more widely to the city’s Academic Corridor by supporting the continuing expansion of the two universities and to contribute to the opening up of sites at Woollards Field, Southern Water and Falmer School potentially for employment use and the location of the proposed East Sussex County Council History Management Centre. SEEDA notes that these improvements are in an area adjoining disadvantaged neighbourhoods of Moulsecoomb and Whitehawk and will therefore contribute to achieving key objectives in the Council's Economic Strategy.

Perhaps they're mixing up Whitehawk with Bevendean?

I heard as part of the infrastructure works they're putting in paths from both Moulsecoomb and Bevendean to Falmer...

Should be a jolly old jaunt for me over the hill on a Tuesday evening and Saturday afternoon :falmer:

There already is a path from Moulsecoomb and Bevendean to Falmer - it used to be a regular Sunday walk when I was young

I think the plan is to put hard paths in, probably with lighting as well :thumbsup:

I've already decided to call the walk, 'The Green Mile...' :laugh:
