May and Gove have form specifically over Fiona Hill, whom May was forced to jettison during Cameron's tenure, hence Gove's removal from office when May became PM. Gove is also a slimy operator who would be in his element plotting his way back up the greasy pole during a period when May's grasp on power has been drastically weakened.

He may be very intelligent as you say but his judgement is generally dire. His manoeuvring during the leadership contest stunk to high heaven and made him look both ruthless and spineless at the same time.

May is using divide and conquer tactics to divert the knife BoJo had planned to stab into her back.
