Well, not exactly. Some are saying that the governments acknowledgment that it WILL cause some damage to the environment has left the door wide open for an appeal. I just think its a fairly obvious point for the NIMBYs to try to jump all over when really its gone without saying all along - the entire Public Inquiry was to PROVE that the benefits of the stadium outweigh any damage done to the environment.
