The water companies would then recover the cash from increased charges. It would only work if somehow the cost of the fine could only come from bonuses and dividends.

Yes,notification but no true consultation,a van parked up answering questions and a few letters/leaflets was the way Horsham was Metered earlier this year.

A chance to chat but no option to decline.

Watering can for flower-beds, or use a bucket and sponge for washing the car. Alternatively, water butts can help collect what little rainfall lands in your garden (a touch expensive, I admit).
