Disagree with the sleepwalking. BlUKIP well under way, there's been a sudden surge of UKIPPERs heading back and taking a few their nasty mates with them. There's a civil war in the Tory party that's worse than the Labour in fighting. Conservatives are knowingly heading that way, Dominic Grieve's vote of no confidence is the sign of the times for the Tories.
The sudden lurch to the far right makes sense, Labour's now far-left. Naturally, that means the right swing rightward even further and the centre ground becomes very empty. History shows this.

The professionals mentioned by the Tories here currently have an obligation to report incidents they believe are related to crime. Their obligation hasn’t changed but the Tories now want to introduce legal penalties to those they deem have failed in their duty.
