It would appear that negotiations were going well, which presumably meant that Vicente was at least not dead set against coming back and massively wanted a return back to Spain. We are also told things have taken a turn for worse either player/agent wants more or a third party are now involved
Albion have now activated the clause which puts the player in exactly the same boat as say Gordon Greer. Vicente can either try and negotiate a better deal (and by activating the clause this gives the Albion a better negotiating hand than if he were a free agent), or if say Reading, Saints or Elche want to buy him then we will want a fee. Dependent on that fee and with Vicentes injury problems that may deter them than if he was to cost nothing.
All the cards are in Albions hand. At the end of the day, just like say Gordon Greer players sign contracts and if they dont like them they either negotiate a better one, run then down so that they are a free agent or get sold pretty damm quick. Unfortunately for Vicente he signed this contract when he was 30, so if he wanted to run it down he will be 32. So I can perhaps see why his Agent is trying to get the best deal.
Maybe this is all smoke and mirrors in negotions. Perhaps it would have been better if the Albion hadn't made this activation so public.
