Unlikely at the moment you will get a vaccination by then, but I'd be surprised if they impose that because there is no evidence (yet) that even after vaccination you can't pass the virus on.
Vaccine works inside your body, not outside of it.
I'd imagine travel will be eased on a number of factors, but mostly how much virus is around at the time (in this country) and to what level the country you are going to is vaccinated.
No sensible country is going to allow a number of foreigners in until they've vaccinated their own.

Think they’re making decision end of Feb - I reckon they’ll postpone but come end of may it would have been ok - but not worth the risk...
