Perhaps he could be playing a very long game, taking a punt that whoever ends up in charge will be unpopular with both the party and country as a result of the EU deal they strike. Moving in for the kill just before 2020? He certainly seems ambitious and cynical enough. Or, perhaps Gove has just outmanouvered him.
