It is still because of that reason. Southern want to be able run DOO on ALL routes (even those not safe to do so. Remember, the old crappy 313 types that run the coastway services don't have any cameras or mirrors for the driver to operate safely) with or without that 2nd member if they get held up on other services.
I would take anything the RSSB take with a very big pinch of salt after yesterday revelation. They're meant to be an independent board but are in fact made up of execs of the TOC's, so are only going to have their own interests at heart, not ours or their employees.
so those services have to be upgraded so they can support DOO. i dont know why thats difficult to comprehend, that until the necessary equipment is in place a given service cant go DOO. it seems there is an assumption that on DOO day all services will become DOO overnight, when there can be a rollout across the network.
and the revelation was nothing of the sort, we already know the membership of the RSSB, and the author and RMT have taken an extract of a research paper to deliberatly confuse the matter. re-reading Cash's comments, he's lieing to us making assertions as if its a email memo, as he must know its originally a published policy document (either that or he doesnt keep upto date with the industry).
