The "ULEZ penalising the poor" argument is nonsense, really.
Absolutely not so.
All petrol cars manufactured since 2005 (and presumably some earlier) are ULEZ compliant, meeting the Euro 4 standard.

Anyone who can't afford to buy and run an 18 year old car can't really afford a car.
....and so say all smug car owners who can afford the car they choose, rather than any one they can get - however old, if it runs and passes its MOTs.

Quite possibly not. You'll quite probably get stung for far more tax if you drive an older car than if you buy a new one.
New SUVs (which I was specifically referring to) are mostly attracting the £390 5 year tax surcharge for cars over £40k.

Because of inadequate public transport. Not sure much of the poor countryside is going to become a ULEZ any point soon either
Yes, and the poor buggers get bashed with poor car owners' excessive road tax. Pay £30K for a nice new electric 2.5 ton killer SUV and you're alright Jack!.

That said happily taking a thread away from containing tragic deaths of innocent children to discuss the personal financial implications of buying a new SUV does rather pinpoint the problem.

People like that should never be allowed to drive or own a car ever again
This is what I don't understand about these sentences. Even in the most horrific cases, they are only banned from driving or owning a car for a relatively short time. Why not ban them for life or at least for decades? It doesn't cost the state anything and would mean they will still be paying for it in a way for the rest of their lives, even after their jail sentence ends.
