Why exactly?

1) West Brom still have a manager.

2) They also work under the much-maligned head coach/DOF set-up. So unless they're willing to make changes to their structure, they will not be landing a 'manager' like Pulis.

The Head Coach aspect of it is probably why Pulis wouldn't take the job. Given that Irvine himself has started questioning his future, that does not bode well. Pulis may have another offer heading his way from Leicester before too long, and maybe Newcastle in due course as well.
