cant read much into that, oh ok you can:

I know many in this city want a new stadium - Sorry you cant have it at Falmer but Sheepcote is a better possibility

I know many in this city want a new stadium - Sorry the sites, including Falmer, are just not good enough, stay at Withers until a better site becomes available!

Once again, we’re delighted to be in Labour Brighton and Hove at our Conference. I know many in this city want a new football stadium. They’ll be demonstrating tomorrow in their usual good natured way. Can I say to them, this announcement will be made by the end of this October.

OK, doing my bit of guesswork - if the decision is "no", why on earth mention it? Why on earth even acknowledge that "many" in the city want a new stadium? If I was a labour politician and I knew the decision was a No, then the last thing I'd want to do is mention anything to do with football whilst I was in Brighton.

But I've given up trying to second-guess this bl00dy decision...:)

My own guess work - for what it's worth - after 20 years in the press and broadcast media, is that JP (or his speech writer) would not have said that unless the decision is a YES (or almost yes)

I think that the only thing that can be read into this is that the decision has been made so any further action is pointless but I am sure that there are people who believe otherwise.

Well, my gut feeling on that is that he knows that many people want a new stadium, and that an announcement will be made some time before the end of next month.

Thats what it seems, anyway.
