Not for Premium Bonds in my eyes. He has to win another £1,100 (rounded up to Bond Prizes from £1087.50) over the next 4 months to get 6.52%.
He may get that, he may get more and he may get less. It's unknown so I wouldn't annualise it.

That's why I always work on a rolling 12 months.

Just to keep you happy, it’s 5.4% over last 12 months (£525 sep-dec 2023).
