Everton - You buy a striker for £4 million leaving you £26 million. His true value turns out to be 4 which adds 4 to your attack.
Birmingham - You buy a Striker for £4 million leaving you £16 million. His rating of 2 turns out to be 3 adding 3 to your attack.
Leeds - You buy a striker for £600000 leaving you £600000. His rating of 5 turns out to be 6!
Chelsea - You buy a defender for £5 million leaving you £45 million. His rating of 4 turns out to be 3! 3 Added to defence.
Millwall - You buy a defender for £500000 leaving you £1.5 million. His rating of 4 turns out to be 5. 5 added to defence.
Blackburn - You buy a defender for £8 million leaving £16 million. His rating of 5 turns out to be 7! A very good buy - 7 added to defence.
Tranmere - You buy an attacker for £50000 leaving £230000. His rating of 5 turns out to be correct so 5 added to attack.

The price listed is always the price you pay - only the players rating can change up or down. If the transfer dice deem that you get a Bosman, you won't have to ask to buy as the rating will be added straight to your team.
For those of you interested, a double 1 is needed to get a player on a Bosman so only 1 in 36 transfers will be free.

As for him dropping a point from his potential rating - that is more likely to affect better teams than it is lower teams. The idea being that a new player will make more difference to a smaller, less good squad than to a big team like Chelsea. It is still down to the dice though - he could have gone up a point or 2 with a good roll.
