The FL should have some sort of rule regarding teams coming into the league while in administration. If a team is relegated to the conference and they have financial problems then they can be forced lower down the ladder (Boston United). Therefore as the Premier league take great pains to let everybody know they are not goverened by the Football League then surely the FL can take any steps they want to a new team entering their league (like not letting Conference winners up because of their ground) from the PL. In this case the FL could turn round and pass a resolution that no team can come down from the Premiership to the Championship while in administration. The 72 chairmen of the FL would pass this with no problem and there would be nothing the PL could do about it. This would then stop any other PL club from going into administration because they will know that they wont get entry into the FL and would have to do what was talked about with Southampton this season and start in the Conference.
Also the PL parachute payments should go straight to the creditors and not the club and if the club folds and reforms taking the old companies league ticket then there should be no parachute payments. Why should the new company with no debts get £16 million for doing nothing
In fact why should there be any parachute payments at all to any club, if the PL spend 16 million x 6 clubs per season(3 clubs relegated this year and 3 clubs the season before) that is 96 million quid a year they pay out in payments for teams no longer in the PL, why cant they give every FL club a million each to keep the game going?
Given the talk previously of the PL pulling up the drawbridge and having no promotion/relegation, I wouldn't have thought the FL would ever in a million years have the balls to stand up to them in this way.
I would LOVE to see the FL taking such a stand, but realistically it ain't gonna happen, because the PL would stamp their feet, I'm sure of it.

The current owner (who appears somewhat blameless as the club literally fell into his hands) has some sort of secured creditor status that ensures he is first in the queue apparantly.
