They, like Plymouth, have the fanbase, the ground, and the finances to compete in Division One. It is not going to happen yet though.

The secret to Argyle's success this season has been that the squad is settled, we've had a year in this division with modest strengthening, the players know their jobs and most can play in more than one position, which gives remarkable versatility (Lee Hodges started with us at left midfield, then had a spell at left back, somtimes gets called upon to play up front for spells and is currently holding down a central midfield berth. Oh, and he's emergency keeper if anything happens to Luke McCormick).
There is a remarkable team spirit but still great competition for places - a player gets suspended or injured and he's got to wait his turn to get back in, with pretty much every player in good form at the moment.
