I remember that Norway thing was supposed to be "Muslims" but it turned out to be quite the opposite.

We were doing a party in First Avenue the night the Grand Hotel was blown up.....that was 'Palestinians' at first according to the police I spoke to on the seafront...

Breaking News: Muslims, or people who might be muslims - reports are unconfirmed - are believed to have hijacked an aircraft in Amsterdam, that's the capital of Belgium, in an attempt to, er, details are sketchy... yes, we can definitely see something on the tarmac... yes, it's an aeroplane, a Spanish aeroplane - well, I've no idea what one of them is doing in Belgium, but, um, yes - we're hearing via unconfirmed sources that, yes...

I do hate these knee-jerk reactions, though. The recent shooting in New York was described as "not believed to be terror related" - it was a work grudge, and most of the injuries were from police bullets!

How is "terror related" defined?

These days, it seems to be based on whether it might be pinned on the Muslims.

I asked as I was thinking about whether Breivik has been generally classed as a terrorist or not. I'm pretty sure he should have been, even if "mass-murderer" has been the more common wording used.

Agreed, he should have been, because of his motives, but I haven't heard the "T word" since he was discovered to be white.

I would imagine, that once it was known to be him, and that was pretty quick, there was no "terror" threat as it was almost certainly a lone offender, and therefore no enduring threat once they had him. Just a guess, mind.

Depends on your definition of "terror threat". A country was intentionally terrorised by his use of extreme violence to promote his own ideas of how the world should be. Sounds like a reasonable reasonable use of the word, IMHO.
