I would imagine, that once it was known to be him, and that was pretty quick, there was no "terror" threat as it was almost certainly a lone offender, and therefore no enduring threat once they had him. Just a guess, mind.

Depends on your definition of "terror threat". A country was intentionally terrorised by his use of extreme violence to promote his own ideas of how the world should be. Sounds like a reasonable reasonable use of the word, IMHO.
