Notts County chief executive Jim Rodwell is furious the game at Brighton was called off an hour before kick-off despite assurances it would go ahead.
Friday's postponement was the second Magpies match to fall foul of a frozen pitch at the last minute following the home call-off against Bournemouth.
"My heart goes out to the fans," Rodwell told BBC Radio Nottingham.
"This doesn't have to happen. A decision should have been made. If the game was in doubt at 2pm, call it off."
Rodwell added: "It's not the end of the world... No-one wants matches called off but sometimes it's inevitable; the weather at the moment is absolutely crazy."
