Nightmare scenario: Palarse could still grab a place in Europe

My sports editor, who is also Welsh, has just pointed out to me that if Man City reach the League Cup final. They won't go into next year's Europa League as they are bound to already have a Champions League place.
Cardiff will NOT be allowed to enter the Europa League because they are a FAW club and can only enter as Welsh Cup Winners.
Similarly Liverpool are faves for a Champions League or Europa League place by their position in the Premiership....
THEREFORE: Could Palarse be offered the place as the other losing semi finalist?
Shit happens!
Looking for confirmation from UEFA sources... and it's too early for April 1st!

No, think if the league cup winner can't take the spot it goes to the FA Cup runner up first, or something like that anyway. No chance it can go to palarse

I thought if the winner of the league cup qualified by other means then the place was given to the next league position in the premier league not the runners up etc.

I don't think that's how it works with the League Cup (unlike FA Cup), even for losing finalists. Place reverts to next one down in Premier League.

That is my thinking .... my sports editor thinks otherwise... but he is Welsh!

According to my experiences on football manager, you can't get into Europe via the Carling cup if you don't actually win it.

League cup runners up don't get a Europa spot, so League Cup Semi Finalists sure as hell don't!

Old article but clears up the situation.

http://news.bbc.co.uk/sport1/hi/wales/1591517.stm

Cardiff, Swansea and Wrexham turned down the chance to take part in the League of Wales in 1992 and in doing so were to forgoe any chance of qualifying for Europe through that football association.

In any case Cardiff and Swansea both turned down the invitation to play in the Welsh Cup this season.

In the old days there was the Cup Winners Cup and the UEFA Cup

FA Cup winners went into the Cup Winners Cup. If they had already qualified for the European Cup, then the place went to the runners up as it would make no sense to give it to a team based on league finish.

League( Carling) cup winners went into the UEFA Cup, along with high finishers in the league. If the league cup winners had already qualified for the European Cup, then the next highest placed team in the league went through instead.

The Cup Winners Cup, and the UEFA Cup were then merged into the Europa League, and the above rules on qualification carried forward.

Simple, no?
