Offside is one of the laws of association football, codified in Law 11 of the Laws of the Game. I thought they simply reflected the facts of each incident.
Clear from watching the game on TV that the second penalty wasn't a foul, and that Kane was offside given the advanced position of the Chelsea keeper, so no bad luck involved.
Without Son, Spurs look likely to struggle for goals until his return from injury.
