Am I missing something? Rudiger was on the line?

Offside is one of the laws of association football, codified in Law 11 of the Laws of the Game. The law states that a player is in an offside position if any of their body parts, except the hands and arms, are in the opponents' half of the pitch, and closer to the opponents' goal line than both the ball and the second-last opponent (the last opponent is usually, but not necessarily, the goalkeeper

Thanks

For some reason, not seeing the keeper there completely threw me. I must be more tired, or stupid, than I thought.

Game paused. Something occurring in the stands.

I don't mean to be too critical of the commentators, they are working without a script and something like this is unexpected, but my god, the transition...

(paraphrasing slightly) "the game will get under way when whatever is happening in the stand is resolved and we hope it's good news... and it looks like it's going to be good news for Chelsea as they are 3-0 up on aggregate"

Clear from watching the game on TV that the second penalty wasn't a foul, and that Kane was offside given the advanced position of the Chelsea keeper, so no bad luck involved.
Without Son, Spurs look likely to struggle for goals until his return from injury.
