They'll want publicity, but surely they'll want people supporting their cause, not against it? If they want policy change, they're not going to get it if the majority of people are against them.
This is a nutshell.
The best PR/publicity gets the majority on your side, even if it's not overnight. It works.
Disregarding those who seem to hate living here, the worst place on earth, you'd believe listening to some. We've come a long way from say 50 years ago on so many issues - reducing racism and homophobia, equality between genders, breaking down the closed shops in professions, cutting carbon emissions, recycling, use of alternative energies, lead in petrol, road deaths. Achieved steadily through campaigns that got almost everyone on board and through legislation.
