Road tax goes towards motorways and bridges. Whereas local roads are built and maintained by the local council money. This includes council and income tax. Cyclists pay council tax and income tax just like motorists so to have a go at cyclists for not paying road tax makes no sense. You rarely get cyclists on the freeway.

And where do you think Local Government get it's subsidies ? Anyway, a lot of people think cyclists should have third party insurance at least.
Third party insurance fine. And possibly some sort of basic licence. Serviceing isn't expensive and is vital so throw that in too.
