I have been to Japan several times, including for the Rugby World Cup. Travelling around there by train was fantastic. The trains that I used there 30 years ago are still better than the ones we have today.Wouldn't happen in Japan

trouble is they dont pass the threasholds for positive economic impact if you have a fair estimate. numbers are fudged to get the go ahead, after its starts and cost rise above forecast, rely on sunk cost to keep going.I think any government project proposal, when made, should then automatically be trebled in cost and time taken for a much fairer estimate.
