Few people downloading the app is only a drop in the ocean when it comes to the track and trace shambles; it is far more systemic and organisational that that.
It generally stems from the complete disorganisation and zero preparedness of PHE etc. Over the past decade+.

I'm in two minds with this.
Whilst I agree it sounds unfair places like RAH etc being allowed to open, I think theres a lot more to consider for football stadiums.
For instance, having one venue (RAH) open is a lot safer and easier to manage/police than having 92 stadiums open every weekend with 2,000 - 6,000 fans inside, most of them using pubic transport to get to and from the stadium and also crammed on concourses at half time. Not to mention the pre/post game meet up in surrounding pubs and restaurants.
The safest and most tested people in the UK are footballers, if cases within their bubble are rising then it's probably not the best time to reopen stadiums.

Parliament is going to debate the petition you signed – “Allow football fans to attend matches at all levels”.
The debate is scheduled for 9 November 2020.
Will it change anything? There's obviously not enough money in it for the economy or the Govt would have allowed it by now. But for the morale of the country hopefully they'll sort something.

I think many would behave accordingly. I don't think the actions of the younger part of the community in Liverpool a couple of evenings back would have encouraged a quick return though.

We will take the earliest opportunity to look again at getting spectators safely back into stadia but this must clearly be done carefully against the prevailing health conditions.
Football clubs form the bedrock of our communities and play a vital role in the local economy. Their importance has been clearly demonstrated throughout the pandemic with clubs at all levels providing incredible support to their area.
That is why the Government is committed to supporting sports clubs up and down the country, with many football clubs benefitting from the Government’s unprecedented financial support to businesses.
The Government is fully aware of the importance of getting spectators back into stadia for many sports, and the financial consequences of the decision not to allow this from 1 October. The evidence received from the Chief Medical Officer was very clear that at a time of rapidly rising infections, and when the Government was considering restrictions elsewhere, it was not the right time to undertake any further easements.
We will continue to work closely with a whole range of sports to understand the latest thinking that might allow spectators to return. This includes the creation of a new Sports Technology Innovation Working Group of sporting bodies and health experts to analyse new technologies which might support this. This will supplement the draft government guidance, and the SGSA supplementary guidance to their Green Guide, which has been internationally welcomed.
We are committed to getting spectators back into stadia as soon as it is safe to do so.

With current lockdown levels in places such as Sheffield, Liverpool and Manchester I fail to see how this can happen.
Would areas of lower infection be allowed to have home fans attending? Would that be fair? Would affected sides protest?

Just checked the RAH website and audiences will 2500 as opposed to 5,272 capacity which seems a pretty high percentage to me. How are the government justifying this?
Just what I expected really.
Probably with the use of lies, bluster and nonsense. That seems to be pretty much how they handle the rest of their incompetence and inconsistency.
