I don't think that is a bad thing actually. England not being "certain" to go through will make the team concentrate on actually playing together and developing some form. Be good to draw someone like Germany.

Because there are about a zillion more teams in the WC qualifiers than the Euro finals so we automatically go up in seeding because so many are worse than us..probably

Yep

8 groups of 6 and 1 group of 5 = 53 European teams in the draw
9 group winners qualify automatically.

The best 8 runners up then get drawn out of a hat and the 4 winners of the "play off matches" (I assume it will be a home and away game as per our play off against Scotland a few years ago) will also qualify = 13 qualifiers from Europe.

Platini wanted more groups and less matches because in the last world cup draw some groups had 8 teams so too many matches to play.

We've progressed through qualifying groups with Italy and Germany in the last decade. *shrugs*

Also, poor countries couldn't afford travel for qualifiers. And half of the matches would be in the middle of the night.
