Far be it from me to defend the refs, but, after looking at the highlights, I think you're correct. It's a ridiculous rule but Dunk's arms were outstretched. Probably a pen. Pedro's was very soft but again I'm quite happy for VAR not to get involved as there was contact.It shouldn't be given, but it is under the rules. And it's wrong.
That said, there was nothing in the Pedro penalty either. Had it not been given VAR would not have awarded it.

it wasn't arm nearest Luton player, it missed that right arm, hit his back,then skimmed against his left elbow, the other side of his body to where cross came from.Dunks arm was behind his back. The ball ricocheted off his back onto his elbow.
Absolutely scandalous as usual.
