Does it make any difference if the goalkeeper touches the ball on its way into the net?
If the keeper touches the ball before another player when the ball is in play - as it would be if it leaves the area and blows back in, an indirect free kick is awarded (direct if the keeper handles outside the box).
If the ball doesn't leave the area, the kick is retaken.
If the player handles a goal kick before it enters the goal without it leaving the area I think the retake happens because the handling infringement occurs before the ball leaves the area.
