If you want to go anywhere in Europe, check out hotels that accept Bancotel vouchers.
I have used these in Spain mainly and have always paid about 50 euros for 2 people per night at very nice hotels !!!

Cheap Flights, Airline Tickets, Cheap Airfare & Discount Travel Deals - Kayak.co.uk i think it is as not on my work computer with it bookmarked... you need to decide where you're going, but once done that will find you THE cheapest flights.
try http://www.laterooms.com and browse through the european cities as you can get some cracking deals on rooms in really nice hotels in rome and the like.
for your budget you'll have to steer well clear of iceland i'm afraid though.. most expensive place in europe.
i'd suggest rome, venice, ibiza (out of season it can be really nice if you head out of san antonio), slovenia all the old soviet states like lativa, estonia, etc...
