Can a 17 year old , Smoke in his own car if he is alone??

This is explicitly mentioned in the new law, and it is still legal for the 17 year old to smoke if no one else in the vehicle is under 18.

And incidentally it is still legal to smoke in a convertible with the top fully down ( sun roofs being open don't count ! )

That changed about 10 years ago.

17 years don't pay their own insurance, the parents do as i have done for all three of mine

Correct, the law does not apply to e-cigarettes or convertible cars with the roof down.
