Depends who the club is. For an up & coming player, Brighton must be a huge pull. We now have the best facilities in the country, have a recent history of challenging at the right end of the Championship, and young players are getting into the first team regularly. Not many clubs can match that.
Of course, if he just wants to earn some short-term cash then a Premier League team are his likely destination.
Is that twitter an official Cork City account? A bit weird it's being discussed openly like this.
It'll come down to money, but there does seem to be an assumption that the Premier League team would actually pay more than we would. Maybe that isn't actually the case.

I presume someone else has raised the geographical advantage Hull also have? It's a lot bloody easier to pop back to Ireland from Hull than it is Brighton. He's no longer a teenager but it may be factor.
