No it isn't. They've already had the vote in parliament twice (vs one referendum), the rules for parliament are different to the rules for a referendum, and also another referendum could be different to the first (with a choice of the type of Brexit we get). Oh and also, May's deals were rejected by large majorities both times, which isn't the case for the referendum we had.
