Binding or not, they do have to all vote for it. I can't see the Bulgarian and Romanian delegation, like turkeys, voting for Christmas.

I suppose technically that could happen but can you imagine the fallout if they go back on something they have already agreed to especially as we are net contributors to the EU and they are not. They have more to lose, surely.
