They dont claim to. They claim its difficult to tell, as actual figures have not been released in any detail, as I read it.

Have you forgotten already that the president of the European Council wrote back in Nov 2016 and said no discussions on this issue until after article 50 has been triggered

I thought the stumbling block is that the EU want former EU citizens covered by EU laws?
