What seems to be breeding the corruption isn't so much the voting, but the way the money is dished out. For instance, Luxembourg gets the same as Germany. All the time the little countries get more from Fifa than the big ones in proportion to their size, then you will get another Blatter. Maybe if, say 50% - 75% was dished out according to Fifa ranking, or number of registered players or some measure linked to size (and funnelled into grass roots football), then the rest can be targeted at worthwhile football projects in poorer countries? Just a suggestion
