As others have said, the Premier League teams now have to pick a squad of 25 players they can use until january. They can't have that rule, and then say that you can't use 10 of them because they didn't play in a previous game. It's not cheating, they've picked a team of 11 players to play a football match. They could have won, they didn't throw the match in any way, shape or form. They picked a team that looks weaker than their previous one, but it's Holloway's decision. He did nothing wrong, they shouldn't be fined.
