I grew up in Lancing from age 2 to age 17 when i joined the army

My G/F from 13 through to 16 lived in Mile Oak

The poor kid probably was a chav (if you know what a chav means?)

Piss poor area made worse by the very inept council that ruled in the late 80s early 90s and has NEVER got any better

I have the misfortune of dealing with the great british unwashed council tenants every day at work

To be honest steward you appear to do that many things, see many things, know that many people and go so many places i'm surprised you find time to even get on the internet to tell us all about it.

I grew up in Mile Oak (Gorse Close, bottom of Thornhill Rise) and my parents still live there. Its certainly not some kind of chav ghetto around there - its very pleasant. The Downs and everthing.

No wonder there's a 'How can we make NSC better?' thread. A topic about a 9 year old boy fighting for his life turns into a frigging slanging match.

Personal reasons

NSC if you hadn't noticed is all about peoples opinions, Have a reasonable debate. Not accuse people of bullshitting or bullying or racism etc

My partner lives in Mile Oak and whenever I drive round the Crescent there are at least 10 kids standing in the middle of the road playing football, one day even sitting on the road. If I was going more than 20 they would have been wiped out. WTF are the parents doing teaching these 4-8 year old that a road is a playground ?.

Critical on life support with a cracked skull and severe internal injuries. Not good but you'd be amazed at how a 9 year olds body can recover from such trauma, often much better and quicker than adults. Lets hope the poor little fella fights on to make a full recovery. Personally, incidents like this always make me take a step back and reflect on the important stuff in life.

Basically ... speed limits on urban roads are decided by parliament. The limit is 30 mph.

Variations from this can be approved by the highway authority, which - in the case of Chalky Road, Mile Oak - is Brighton & Hove City Council. But any variation (upwards or downwards) has to be justified by the road meeting certain technical criteria. 20 mph speed limits are basically required to be self-enforcing (ie accompanied by physical traffic calming measures that effectively reduce the speed of most traffic to something close to 20 mph). The police (and the public) have the right to comment on any proposals made by the highway authority, but it is the council that makes the final decision. The decision is enshrined in a Road Traffic Regulation Order that can be challenged in the courts if the highway authority has failed to comply with the legal procedures that must be followed before the Traffic Regulation Order was made.

In other words, it takes a long time to change a speed limit. And the wishes of local people cannot over-ride the legal obligation to complete the lengthy (and costly) legal procedures.

The government was apparently considering asking parliament to simplify the process of introducing 20mph limits in certain locations (eg in the vicinity of schools). But I'm not sure if that has happened yet.

Cheers for that! I have a concealed entrance, on a semi rural road about 30 metres from a hump backed bridge. Cars crossing the bridge cannot see my entrance until almost on top of it. The limit is set at 40mph, but some idiots exceed this considerably. I would like to get the limit reduced to 30mph. I spoke to the local police who said that statistically it would need a fatality in the vicinity of the bridge to get anything done, but I could consider getting a petition together.
