They won't have to pay it out as it won't happen. My best advice on these raping machines is to back 13 and nothing else as it will come in more times than any other number and that is because the programmers knowing it is a number few will back have rigged it to come in more times than any other by a long way.

Would you 'fix' a machine that earns £400 per week, £1600 per shop, that runs true random numbers, against the prospect of losing every machine in your estate if it was ever discovered they were fixed?

The only reliable "system" for roulette is put £1 on Black. If you win you are £1 up and you repeat the bet, if you lose you double the stake to £2 and repeat this until you win. When black eventually comes in you will be £1 in profit but the stakes will go up dramatically if you get a sequence of losing spins. They go 1,2,4,8,16,32,64,128,256,512. So should you be unlucky and get 10 losing spins on the bounce you then have to find £1024 just to cover your losses and win your £1

As has been said the FOBT terminals are random. The real evil machines now are the £2 stake £500 jackpot B3 fruit machines in arcades. These used to be random and could give a jackpot every spin to exploit a loophole in the law but since the law changed they can be fixed and the jackpots come round in cycles just like the £70 machines you find in pubs.

Im not sure how the new 100 number roulette terminals can offer bets on single numbers. As far as I was aware all the FOBT machines can have bets up to £100 per game but in multiples of £10 so it would not be possible to put £5 on a single number to return your £500 jackpot. Maybe you have to split it over 2 numbers creating a bet with odds of 50-1

And of course early next year you will be able to have £100 jackpot machines in pubs when the new laws come in which will increase the gambling problem even more

That system does not work though, as you can only bet £100 max in a bookies so if you get a run of red numbers you will get be almost £250 down and no casino will let you do it.

Of course you apply this strategy in a casino although you will need very deep pockets as the minimum outside bet is a fiver. Martingale systems are not a good idea and will destroy your bankroll rather quickly.
