It couldn't have been nine as 1982 wasn't a leap year. However, they may have won eight in 26 days as 1.2.82 was a Monday and the 28th was a Sunday.Rotherham did it in 28 days. We've been given 29 to attempt it.
And, anyway, according to Wikipedia, Rotherham achieved 9 wins in February 1982.

This.Rotherham's run of nine wins in 1982 started on the 2nd February and finished on the 6th March. On either side of those dates on the 30th January they lost 2-1 at home to Watford and on the 13th March they drew 0-0 at home to Newcastle United. They achieved 8 wins in February, the ninth came in March.
