By partisan and political I mean marinated, stewed and then garnished with jibes at how "if the right honorable socialist opposite were in power, we would all be on bended knee, massaging the flaccid penis of the IMF with one hand, and the hot semi-on of the general secretary of the TUC with the other, while taking it from behind by a queue of members of EU member states" at every juncture. Just think back to any Johnson speech.It might not have been flashy, gimmicky and bumptious, but it was partisan and political. There aren't neutral answers to these issues, and RR has bet that investment will revive the long-slumbering economy. We'll see if it does (I suspect it will, but I'm not nostradamus).
