Its a fair point that you make, like most loyalty schemes - there are flaws in the existing structure - which lead to this unintended consequence of tickets going to those supporting the opposition.
I hope it can be fixed to prioritise people in your position with limited ability to attend.
Would it? A higher threshold of entry for tickets would eliminate the ‘day-tripper’ phenomenon being described. Well that, and a revision of the 1901 passable tickets / comp tickets..
Yes, in fairness - I have only seen this issue at Liverpool & Spurs - not Arsenal..

I wouldn't be opposed to our away base...
With 3,000 tickets to sell, and in our 8th season in the prem (7th with fans at games) - these things are going to go on sale to those with far less regular attendance.
My view is that perhaps it would be better to take a smaller allocation to reduce such an issue of home fans in the away end...
