I don't think this statement is accurate. There are currently offices where the concourse was planned to go. The planning application was required to get approval for the change of use for this space, not to cover the internal structural changes.
I am a little puzzled by Paul Barber's comments. They had plans approved for a small second tier in the North stand with the offices behind converted to a hospitality lounge and two boxes. This wasn't social media speculation.

Nope. I think this is down to ignorance amongst drivers (rather than impatience) and pedestrians. I'm not sure I was aware of this for several years after passing my test.
I fully approve of the changes. Pedestrians should be treated with a lot more consideration.
